新加坡2022年11月25日 /美通社/ -- 新加坡通訊及新聞部與新加坡資訊通信媒體發(fā)展局在今天舉行的新中（深圳）智慧城市項(xiàng)目合作聯(lián)合執(zhí)行委員會(huì)第三次會(huì)議上，宣布與深圳簽署八份諒解備忘錄，并推出新中（深圳）智慧城市項(xiàng)目（Singapore-China (Shenzhen) Smart City Initiative, 簡(jiǎn)稱SCI）的14個(gè)全新合作項(xiàng)目。

SCI聯(lián)合執(zhí)行委員會(huì)由新加坡通訊及新聞部常任秘書梁穎強(qiáng)先生和深圳市人民政府市長(zhǎng)覃偉中先生擔(dān)任聯(lián)合主席。隨著新加坡和深圳合作推進(jìn)的智慧城市項(xiàng)目邁入第三個(gè)年頭，其規(guī)模與質(zhì)量拓展優(yōu)化，全新合作項(xiàng)目的數(shù)量也比去年多出了一倍。這一系列的新項(xiàng)目將深化新深在實(shí)現(xiàn)數(shù)字化轉(zhuǎn)型和政策創(chuàng)新方面的持續(xù)合作，并為我們的企業(yè)和人民在研究和創(chuàng)新、貿(mào)易、可持續(xù)性和人才發(fā)展方面創(chuàng)造新發(fā)展機(jī)遇。

新加坡和深圳加強(qiáng)數(shù)字聯(lián)系，實(shí)現(xiàn)更加一體化的貿(mào)易和商業(yè)網(wǎng)絡(luò)
梁先生說(shuō)：“2019年推出的新中（深圳）智慧城市項(xiàng)目讓新加坡和深圳之間建立了更強(qiáng)大的數(shù)字和商務(wù)聯(lián)系。雙方克服過(guò)去三年冠病疫情所帶來(lái)的挑戰(zhàn)，努力加強(qiáng)智慧城市項(xiàng)目作為數(shù)字創(chuàng)新、智能城市合作、商業(yè)和人才交流的有效平臺(tái)。新加坡和深圳將積極促進(jìn)有利的商業(yè)環(huán)境，讓企業(yè)能安全又流暢地進(jìn)行創(chuàng)新和跨境交易，同時(shí)加強(qiáng)兩地的經(jīng)濟(jì)復(fù)蘇和克服逆境的韌性。”
雙方的主要合作領(lǐng)域之一是通過(guò)使用電子提貨單（electronic Bills of Lading, 簡(jiǎn)稱eBLs）促進(jìn)數(shù)字貿(mào)易。新加坡資訊通信媒體發(fā)展局和深圳市商務(wù)局在過(guò)去一年，評(píng)估了使用電子提貨單進(jìn)行貿(mào)易的成功試驗(yàn)結(jié)果，雙方現(xiàn)在準(zhǔn)備將新加坡資訊通信媒體發(fā)展局的“貿(mào)易互信”（TradeTrust[1]）試點(diǎn)框架擴(kuò)大到涉及銀行、托運(yùn)人和其他合作伙伴的實(shí)際商業(yè)交易。這將為貿(mào)易供應(yīng)鏈的全面數(shù)字化鋪平道路，并為生態(tài)系統(tǒng)帶來(lái)更快捷和更安全的數(shù)字貿(mào)易流動(dòng)。
新加坡資訊通信媒體發(fā)展局也在深化與中國(guó)領(lǐng)先技術(shù)孵化器“啟迪之星”（TusStar）的合作。進(jìn)入下一個(gè)發(fā)展階段，啟迪之星將通過(guò)在新加坡建立樞紐以增加它在東南亞地區(qū)的影響力，并擴(kuò)展在人工智能（AI）、增強(qiáng)現(xiàn)實(shí)/虛擬現(xiàn)實(shí)和傳感器技術(shù)領(lǐng)域的聯(lián)系網(wǎng)。這項(xiàng)伙伴關(guān)系將有助把來(lái)自新加坡、深圳和中國(guó)其他城市的技術(shù)初創(chuàng)企業(yè)與東南亞市場(chǎng)聯(lián)系起來(lái)。
新合作通過(guò)數(shù)字化帶來(lái)更大的利益
這次推出的14個(gè)新合作項(xiàng)目反映了數(shù)字技術(shù)在智慧城市項(xiàng)目的數(shù)字互聯(lián)互通、人才交流和培養(yǎng)、技術(shù)合作和創(chuàng)新創(chuàng)業(yè)等重點(diǎn)領(lǐng)域的變革作用。當(dāng)中有一些顯著的項(xiàng)目探索先進(jìn)技術(shù)和人工智能的利用，并促進(jìn)綠色經(jīng)濟(jì)和可持續(xù)發(fā)展，例如減少產(chǎn)業(yè)的二氧化碳排放，以及加強(qiáng)電動(dòng)汽車的電池管理。
智慧城市項(xiàng)目展現(xiàn)了合作強(qiáng)勁韌性，并突顯了新加坡和深圳在數(shù)字經(jīng)濟(jì)發(fā)展中的領(lǐng)先地位，以及體現(xiàn)了智慧城市項(xiàng)目的創(chuàng)新成果可擴(kuò)展到東南亞和大灣區(qū)更多城市的巨大潛力。
